The problem with cheap USB chargers is that they can have issues with giving you the correct power. Most charge a bit slower than the official iPad charger, or can have worse problems. While many are quite good, it is hard to tell which ones will ruin your device.

As a charger is something I will use often and a bad one will break everything, I don't consider unofficial chargers worth it from a risk point of view (and these doesn't even have the "Made for iPhone/iPad" logo).

If you can't get the official one, at least try to get one from a well-recognized brand.

Aside from Apple, I use Anker as my secondary charger (based on a recommendation). I used to have Ezo for the car, but it failed after only a few uses so I replaced it with an Anker model.

If the brand has a website, I feel it will (in general, your milage may vary) be a bit better quality than the rest. They are invested in their brand, so they try to do better. You can also check how long they exist as a company, I feel that 3-5 years is a good minimum.

I’d trust the anker one. I have a dual USB charger and it’s a solid product. I’ve never heard anything but great things about anker products from portable chargers to lightning cables.
