It can automatically change settings on the phone for you. Like I installed a custom IPCC on my unlocked phone so I could enable tethering and MMS with full resolution pictures. They are very useful, and also can help if you are having problems with the carrier logo not displaying properly.

Yes that is correct. It will depend on which you use. I already had mine set so it left it alone.
