There’s a new option in the Mail app that seems to only be in the primary mailbox and it’s not visible in settings under swipe options. I couldn’t any info on it in the iPhone user guide. Any ideas on what this does?

Maybe I'm guessing clear the flag option.
That would be "Unflag", according to the manual.

"Block email from specified senders
You can block an email address to prevent a particular sender from emailing you in the future.
Go to the Mail app on your iPhone.
Tap a message from the sender you want to block.
Tap their email address, then select Block this Contact."
 
I use iCloud email and don’t have that option. Who is your email provider?
Provider is Yahoo. I’ve never blocked an email sender, and this appears on nearly every email in the primary inbox, so I don’t think it’s clearing a block.
