No ID at hand, but try dredging through the art deco revivals for similar stuff. the Mostra family is an easy-to-find one in the right neighborhood, but not a match.

Concurso Italian BTN Wide is very close to the font you're looking for... the "H" and "A" are almost dead-on, but the "R" is a little different. But maybe another variant of Concurso would be a match.
