While playing music today (through the music app), my 7+ on 10.3 crashed. When it came back, I entered my pin, and ended up with this:

That's it. Nothing else on my phone, not even the stock apps (including the Settings app). I have a current backup, so restoring, while a pain, isn't an issue. But what would cause that?

That's a really odd issue. Are you on a beta version of iOS?

Not on a beta, and I've never even used any of the betas (or jailbreak or anything like that).

Restoring now, and hoping my backup doesn't have a corrupted file that might cause this again...
 
how did you post this screenshot if you dont have the photos app?

Interestingly enough, I guess the iCloud photo library services were still running in the background. The screenshot was able to sync to my other devices, even though I couldn't view it on the phone...
