What the heck is this? What happened to Verify Permissions and Repair Permissions? Now my computer is running slow from this El Capitan update and I have no way to do a permissions repair. With past OS X versions, I was always able to speed up the computer by doing a permissions repair.
"Repair Permissions" has become less useful as time goes on, and probably lost relevance for most users sometime around Panther or Tiger. It has become, almost always, a placebo fix, rather than an actual necessary tool.
Now with El Capitan, Apple has added SIP, which prevents any system files from having those permissions changed.
Therefore, "Repair Permissions" is no longer needed.
So, Apple removed that tool from the GUI. I THINK you can still run it from the terminal, but the repairPermissions command is gone from diskutil, too.
I expect that you can get your system speedup most times after a simple restart.
