I just realize this but did Apple remove in the beta the additional settings for screen time that allow certain contacts to be messaged while in downtime?
 
Mines has been missing since like the 5th or 6th beta in IOS 13.0. Am currently on 13.1 beta 2 and still not showing.
 
Are you sure these features are available for everyone? I was always under the assumption that they only show for child accounts.

Just like when they introduced screen time you could manage the downtime of anyone in your family (provided you were the organisator). They removed that a few betas in and made it so you could only manage child accounts and not accounts of people that are of legal age.

Everything I read online points at this only being for kid accounts (under 18). So it‘s probably that you will never encounter it if you don‘t open screen time on a kid account iPhone.

It‘s the same as the „manage screen time of family members“ in iOS 12. It was available broadly early on and then limited to child accounts (so you can‘t spy on grown ups).
 
, I have two children under 18 years old I click on the child screen time on my phone in the setting is missing. I just think Apple removed it in the later betas probably will implement it at a later point I just wanted to find out if anyone else saw that it was missing too
 
Have 3 kid accounts and they're missing on all 3 (when they were there in earlier betas on all 3).
