I just updated to iOS 9 last night and ugh... what did they do?!

First of all, I noticed that my notifications list grew entirely too long with emails. So I went into the settings to set it back to only showing the most recent 5... But it was a mess! It used to have anything "in the notification center" at the top of the list (which was a very short list for me, since I hate notifications - badges are just fine for almost all apps except communication apps), then everything else below. Now it's just my entire list of apps in alphabetical order. Huge dislike. So then I finally get to my Gmail app... And that option is just completely gone now!

Whyyyyyyyyyyyyyy, Apple?

Sounds like you want to go settings > notifications and toggle "group by app"

I did that (which was already annoying that it was turned off, when I previously always had it on)... But that still doesn't solve my actual complaint - the removal of the 5-notificaiton-limit per app.

It's an improvement in a sense given that things are in alphabetical order now so it's easier to find what you want, rather than just basically being in more or less the order that they were enabled, which wasn't much of a useful order.

It was useful to me because I could quickly see exactly which apps were enabled to show up in the Notification Center. Now you have no idea without looking at them all.

But, again, that does not solve my initial complaint. I don't like my notification list showing me every email I've received since the last time I looked. That list gets way too long. I only want to see the most recent 5, then go into the app to see the rest. That's the way I've always had it set, and it keeps my notification list from being too long and cluttered. I just don't see why they would actually remove a useful option like that.
