I am trying desperately to find a free app to play mp3 files with the following features:

1. Runs independently from the stock Music app so the libraries do not mix.
2. Can upload songs directly to the app via WiFi (via web browser, for example) without using iTunes.
3. Supports foreign song names (such as Japanese, Chinese).
4. Supports folders so I can organize the songs into folders
5. Free without in-app ads display. Feature limited is fine otherwise.
6. Supports m3u playlists.
7. Must be universal (not iPhone only).

Can someone please give some suggestions please? I had spent hours looking through the app store but have yet to find a suitable one.

Som good options (both paid though but worth it!) which I'm using are:

1) nPlayer Plus (8.99 dollar once) - App Store / website
This app is mainly focused of playing/download video but also music files from e.g. NAS devices but also supports downloading from cloud storage location e.g. Dropbox, Google Drive. It also has support for m3u playlists and also has support for sending it to a Chromecast device. You really have to ask the developer if Asian artists/tracknames are supported or not.
Due to the fact of m3u support and good value for money I think this is the best option for you.

2) CloudBeats (4.99 dollar once) - App Store / website
This one only supports at least 5 (not m3u support, Asian artist/track name you have to check) out of 7 of the things you are requesting.
The music must be stored on a cloud storage location e.g. Dropbox, Google Drive and can then be downloaded via WIFI to the app for offline listening. It doesn't have ads and is updated enough. You can also try to the free version to test it, however the offline feature is in the Pro version only and also some other features (playlist) are limited in the free version. Check the website for the comparison.

I am looking for a free, ad-free alternative. The iPad is to be used in a community center for seniors so I can't set up an paid account for paid apps. Nothing fancy needed. Any other suggestions? I have set up VLC for videos, but I am looking for a separate app dedicated only to playing music.

There is nPlayer free version but that has ads so also not an option.

There is also Vidon which worked in the past really nice and doesn't have ads but hasn't been updated since April '16 and is mainly focused on video only I think.

I'm afraid it will be really difficult to find an iOS App indeed which doesn't cost you any money and doesn't have ads and has m3u + offline support for example.

You could give the free version of Evermusic and CloudBeats a try. I'm not sure what the exact limitation is in the Evermusic free app. Cloudbeats free version is as said in one of my previous post not able to download (store offline) from cloud storage.
