I haven't updated the OS on this 2015 MBPro in a while and I want to put a newer OS on it- it still has Big Sur on it. I can't tell if the system is prohibiting me from trying to get Sonoma on it. Does Sonoma only work or "work well" with the new hardware or M chips etc ?

Anyway- they system is automatically suggesting an upgrade to Monterey and I'm wondering if this is the best or only OS I should use since this is older.

processor: 2.9 GHz Dual-Core Intel Core i5
Memory: 2.9 GHz Dual-Core Intel Core i5

Yes. Monterey is the last version of macOS supported by your MBP. As far as "best", that is subjective. I'd stick w/ officially supported versions of macOS.
