There are a few Apps that didn't make it onto my new MBP using Migration Assistant / Time Machine. One of them is Boot Camp Assistant in Utilities.
Do I need this? What is its function?

That is used to help you install Windows on your Mac. If you don't intend to do that, you can ditch the app.

If you have a new Apple Silicon Mac, then the Boot Camp utility isn't installed because you cannot use Boot Camp on them. (As this is an Apple system app, it's intentionally not migrated.)

Assuming you are moving to an Apple Silicon Mac from an Intel-based Mac, Boot Camp Assistant is not supported on AS-based Macs, as it was used to install Windows alongside the Mac OS in a dual boot configuration on Intel Macs only.

It is a part of every MacOS installation and comes with ASi Macs as well. It cannot be uninstalled. MacOS has one "master" image it boots from, hence MacOS is identical across all Macs.

Ah you are right, I glanced in the Utilities folder and overlooked it, but it's there. It is hidden on Apple Silicon Macs, however.
