I fear the thing is trying to communicate with me, and even my 17 year old son can't figure this one out. The Mac does a 3 beep ding sound all the time. It sounds like the 3 tone warning before photo booth takes a picture, but that application isn't open. I though maybe related to the said teenages ichat, but that isn't running either. I keep the volume muted so I don't have to hear it around the clock, but what the heck is it??
 
Probably a running widget, since they run in the background even when they're off screen.
 
Maybe you have the system clock prefs set to chime every 15 minutes of the hour.
 
Widgets...I bet that is it! I just unchecked everything except the couple I use. The kids have none now. That is probably going to take care of it. I've never changed the system clock, but if this thing keeps trying to communicate, I'll go to the clock.

Under the Clock setting there is an option to Announce the time. It will do it on the hour, half hour, or quarter hour. Make sure that is not checked.
