I guess I could've worded that differently. My problem was that it's at the top of my activity monitor and the shortcuts app was slow. I figured out siriactionsd runs when you run a shortcut by googling.
My first issue was that I'm using a program called Lingon X to run a simple shortcut every 15 seconds. This is why siriactionsd always was at the top. It's no longer at the top of activity monitor as I've disabled that automation.
My bigger issue appears to be the shortcuts app. I get a beachball by just switching folders and trying to search for shortcuts in the app there's major delays for the keys I type to appear in the search bar. I haven't been able to find anyway to fix the shortcuts app being slow
