The "iPad" is being talked about as the budget iPad on here while the iPad Pro is "pro" and priced as such. Is the "base" iPad no more? Will the iOS 11 features work well on iPads that are non-Pro (which are the vast majority of iPads in use)
 
As long as the feature doesn't require the Apple Pencil, I reckon it will be supported on the iPad 5th gen. And yes, Apple is still selling them.

They've pretty much segregated their iPad lines to Pro and non-Pro and I expect they'll keep that distinction similar to Macs going forward.

The base iPad is still the iPad (2017).

Apple has made it pretty clear with their new lineup. If you want Apple Pencil or Keyboard, buy Pro. If you don't want it, buy iPad (2017). It's a really simple choice between three products.
