What is the lowest cost device that supports the latest version of Apple Music (Android is ok) and will support offline downloaded playlists with a ministereo / headphone jack built in? No sim or other capabilities needed.

I work as a sound tech and need to be able to play playlists off of Apple Music through the PA at venues I work at.

Using my iPhone is very impractical because that means my phone is tied up to that one location the whole night and also I need to carry around a dongle. I used to use a iPod nano but now my client expect me to be able to download specific playlists and take requests in venues with WiFi.

Maybe just using cheapest dedicated iPhone, though with dongle.
Latest IPhone with audio jack is 6s, I am not sure can it run Apple Music or not.

Last gen iPad. 9th I think. Picked up one for kiddo as headphone jack is essential. Because it’s always charging. Or needs to be.

Well, if Android is ok, then something from Samsung's A series, or Xiaomi's Redmi series, Motorola's Moto E series, Vivo's Y series, TCL's 20 series. They are all inexpensive and they all can run Android, have access to the Google Play Store and have a headphone jack.
