What is the most powerful iMac for Windows XP?

Most likely the highest-end 2010 iMac will be the best, as that's the last year to have official Bootcamp drivers. You can find drivers on your own for 2011 models, but I don't know where precisely.
Note though that for XP and ATI/AMD, Apple chose some pretty crappy driver versions to bundle with Bootcamp, so YMMV on performance and general graphical problems.

In general, no. 2009-2011 iMacs have numerous problems that though possible to remedy are going to cost you time and energy fixing. There are a lot more reasonable options in the Windows desktop world and you can install your own GPU and up the PSU with ease. Once you get to the latest C2D and first i-series desktop CPUs, you're more than good to go for XP.
Yeah, the amount of people who have a PC capable of running XP that they've relegated to the cupboard, garage, shed etc because they're now classified as useless, is staggering. You can probably just get one for free and then perform the appropriate upgrades.
How about iMac 2020 running Virtual Machine?
Or searching for the same or similar titles on different platform? Windows 7 or Windows 10?
Don't tell me that you are trying to run Heroes of Might and Magic III! That game runs well on Windows 10 environment.
