What is the Public Playlist in Music 10.2 (pic)

What is the Pubic Playlist showing up in the Music app in 10.2? I see how to enable but I don't see any way to search them. Is this something new to 10.2 (hope it's not something that has been around)? I don't remember ever seeing or hearing about. Also is it like Spotify and how does it work?

Yeah that's been around since iOS 10.0 but honestly i'm also not really sure what it actually does.

I guess it could the playlist that's visible for all your family members?

I can even see this option for all my non-iTunes store music. That is, if I make my playlist public, nearly no one would be able to listen to those songs I have.
