I never even bother to use maps, but for how simple it should be and how many problems it causes I have to say I think photos is the worst of apple on iOS 10

Mail due to Gmail not being set for push notifications.
Music, because it's terrible, clunky, is full of animation delays and bugs, is way too large font-wise, and some functionality doesn't even work.
The ones that were separate and then were forced: Find Friends, Podcasts, iBooks and Tips.
If you are talking about push vs fetch for gmail, that is googles/exchanges fault. Not apples

For me, it's probably Music with its incredibly bad UI, followed by Calendar & Mail in a close tie. But it's been years now since I gave up on all three, and I only dip into any of them when there's something a 3rd party app absolutely cannot do.

Reminders, they haven't given it much thought since they first introduced it and it still has the feel of the iOS 6 app.
I don't mind Photos in general, but not a fan of the huge album cards. I could live with them if I could organize those eight top folders though. I'd rather have Videos, Screenshots, and Selfies in better reach instead of Places and People.

How they approved viewing photos over white background is beyond me though.
I wish the reminders app had a "tonight" "tomorrow" "this evening" "custom" for the reminder setting. So sick of that jog wheel date/time picker.
I'm actually using an app called "Later". You enter a description and click done and it gives you options right away like 3 hours from now, tonight, tomorrow morning. etc.
Music for its terrible UI. Reminders/Calendar for the terrible syncing capabilities between my iPhone and my Macbook Air.
Settings app, It should setup the way I want automatically.
Almost all of them suck. It's amazing how bad the stock apps are yet the phone overall is amazing. My vote is for Calendar. It's completely unusable.
Pretty much all of them do what they are supposed to. What's completely unusable about the calendar?
When I was on iOS 10 the most terrible for me and ugly was Music App.

Second worse was new Messaging - would be great if we would disable showing all media shortcuts when you open conversation and let huge text field exist like in previous ones.
Maps are useless since you can't set PoI without address - based on GPS coords - it will end up with closest place...
Oh, I forgot about annoying Faces and Places in Photos app which you can't disable...

Honestly if apps like fantastical we able to be the default app, i would use it, it's the fact that you can't do that that prevents me from moving to other apps. I use the calendar stock app a lot, for my appointments, when I am supposed to work because it changes so often, and other things. If i was able to use natural language easier it would be so much better. I love the traffic time with it.
I use siri for reminders because it's a pain in the ass to add one manually. I use this a lot as well. Need to remember when to change my contact lenses
