What is this bulls-eye icon in messages when sending a photo?

Anyone know what this little bulls-eye icon means? I got this after taking a photo directly from within messages. I can click on it and it puts a diagonal line thru it. Like it means "not" to do something.

Is it a Live Photo perhaps? Maybe toggling it will send a normal picture instead.
