According to the link, the way Simon does it, is that he takes a shape, like this:

And then overlaps it with a bigger version. and then adds colors, then uses a few scripts for color and transparency, some noise, then done.

Most likely Photoshop, since he uses scripts. You either make them yourself, or look for them pre-made either free or at a price.
 
Though I'm not sure, this may be a vector art form. Like a pattern that is repeated.
