Ok it’s hard to describe but I’ll try: when I view certain photos in the Photos app, after a second or two parts of the photo will be brightened. An example is something that has candles or a sunset photo just after the sun is down. I’ll view the photo in Photos and sun streaks or the candle flames will brighten. If I view the same photo in Google Photos or any other app it doesn’t do that. Even if I take a screenshot it doesn’t show it. What is this feature? The effect is awesome.

It is what Apple called EDR (Extended Dynamic Range). It works with HDR to provide a greater HDR effect to Photos and Videos. What it does, is it brightens the display, but then dims the on-screen elements (the UI) to a shade of grey so that the Photo or Video pops out from the interface and gains a beautiful HDR look. When you close the Photo or Video, the screen dims back to normal and the UI goes back to full white. It's a really clever implementation, and it even works on some Macs as well.
