I attached a screenshot of a section of my dock that has this random graphic artifact directly beneath my textedit icon. Anyone know what this is?

Note: If I switch the two icons seen below, the rectangular box shown stays in its location. Thus, it does not seem to be attached to a particular dock icon like textedit or iCal, but rather it is something in the dock itself, i suppose?

I have the same thing on my work iMac running Yosemite, though it's underneath my Downloads folder, which I have as a stack on the dock. My guess is it was a download progress bar at some point that never got fully cleaned up.

It's a stuck download progress bar. To get rid of it... Open Terminal and type killall Dock, hit enter and hey presto, a fresh Dock, with no stuck bar.

I think this is an OS bug. It happens to me all the time on the Downloads folder too. As the previous poster says, a reboot cleans it up. Never thought of restarting the dock.
