That...is a good god damn question right there. I was about to say maybe you have messages or something in Tapatalk, but that would have just been a badge icon like the one you have on mail
 
Saw this on my ipad too. It was the iMovie icon though. Turns out that it’s Siri thinking it’s the time you often use that app and suggesting it for you. Saw a similar question somewhere on apple support pages.

That’s kind of weird in an unpleasant way. I really dislike all forms of tracking and user-prediction. Do I really need an app to tell me when it thinks I might like to use it???

This is done exclusively on device. No information for his function ever leaves the device.
 
Even so, I don’t really see the point. The app is right there on the home screen. If I want to use it, I click on it! Why would I need an app to tell me what it thinks I want to do? Are we all becoming that brainless and dependent on technology that we need it to tell us what to think?
