It's basically a "grabber" to indicate that you can pull down from the top of the screen to reveal another section (Notification Center and/or the Today screen).

Ah.

Doesn't seems to be consistent though, because I can swipe right to get to the lock keypad but there are no side bars.

Oh well, thanks anyways. It was driving me nuts.

It's mostly because it can be enabled or disabled on the lock screen (unlike swiping right that is there by default and has been since the beginning along with a message that appears prompting you to swipe to unlock).
