What is up with iTunes and iOS12.x?

So - today I decide to "possibly" update my 2017 iPad with iOS 12.x.

As per usual - I go to iTunes rather than OTA when jumping from major OS versions.

First - I update iTunes to the most recent version and confirm I am current (Help->Check for Updates):

Then I plug in my iPad and initialize. iTunes tells me there is a new version of iOS to be had and offers the dialog to get started:

I click Download and Update...and....then I get this telling me to check for updates - which I thought I just did:

I click Check and I get this well designed dialog:

I am aware the Apple detests the Windows crowd but WTF?

As a final slap in the balls - I click on Help->Check for Updates and of course get this:

Click OK and well - no update for me.

Anyone have any idea what is going on here?

Perhaps try installing the alternate version of iTunes with app management support instead: https://support.apple.com/en-us/HT208079

It is a separate branch of iTunes updated by Apple for people who want to manage their apps via their desktop. It has its own upgrade path.

"You won’t be prompted to download new versions of iTunes after you install this version. Manually update to the latest version of iTunes when you're ready to upgrade."

After you updated to that version, follow the steps here. I had an issue with this version of iTunes for PC that it couldn't recognize my device after updating it. Your issue might be related to the driver as well.

1. Unlock your iOS device and go to the Home screen. Then reconnect your device. If iTunes opens, close it.
2. Click and hold (or right-click) the Start button, then choose Device Manager.
3. Locate and expand the Portable Devices section.
   
4. Look for your connected device (such as Apple iPhone), then right-click on the device name and choose Update driver.
   
   
5. Select "Search automatically for updated driver software."
6. After the software installs, go to Settings > Update & Security > Windows Update and verify that no other updates are available.
7. Open iTunes.

Tried this process - Windows 10 says it has the most recent update.

This condition occurs on both my iPad and iPhone now. Very frustrating.
