My iPhone's screen has these colored lines on it. The phone vibrates when I flip notification toggle and the phone still reacts to the buttons. The touch screen doesn't work and obviously the display is broken. What is broken on my phone and how do I fix it? Thanks in advance!

Looks like the LCD took a dump.. Did the phone suffer a hard impact? Regardless, at the minimum you need a new screen/ LCD assembly.

Agree, the screen is damaged; it needs to be replaced. The 5C is somewhat prone to cracks in the logic board so hopefully this phone hasn't had too many impacts.
 
It looks like you threw it against a wall. That screen most definitely needs to be replaced.

That's what I thought. This is my sister's phone and she was playing soccer and the ball hit her phone inside of her pocket. If I bought this lcd goo.gl/JpDcen and just directly swapped out the old one with the new one, would that fix it?

No, it just had one impact from a soccer ball hitting it inside my sister's pocket.
