What prompts apps to ask for local network access?

For example, Tinder just did it this morning, for no particular reason, having never done so before, and I can't think of a reason it would need it, or what could trigger it. I think Signal did once but that was specifcally for transferring messages I believe.

Depends on what developers are using the data for. Some apps use it for advertising purposes.

The permission requests usually only trigger when the feature is used for the first time. Unless it was a new app update and they added that in the new version.

Perhaps a networking feature came to be needed.

Just can't think what Tinder would even need that access for, and why just opening the app caused it.
