Going away and its in a country that my UK network doesn't auto allow for free roaming as part of the monthly cost.

There is an option of a local SIM but its only 2Gb data for the time I'd be there. SO this would be fine as I would use WiFI as much as could, but what setting on iPhone could eat the mobile data allowance up?

I've switched background refresh to WiFi only, but is there anything else? I won't update apps only on WiFi, but is there any settings that I should know about?

How about turning off Cellular data in settings? Or you can select which apps are allowed to use data in that same setting.

Under cellular data options, turn off data roaming. However, voice calls will still be active under cellular. As the poster above said, you could turn off cellular data altogether and voice under cellular would still be active.
