Because TVs and monitors have different shaped pixels. TVs are rectangle I believe, and monitors are square (although that might be backwards, it's been a while).
If you're making graphics for use in TV or video, you should be using the proper pixel aspect ratio.
I'm using the same screen. no matter which way i save the photoshop document. (with the correction on or off) it still shows up warped when I open it in Preveiw.

Well, check your Preview preferences...there's an option called "Respect image DPI for "actual image." Try turning that off.
What an image looks like depends on the program...some are smart enough to correct for things like pixel aspect ratios, and DPI....some don't....some try and fail.
