Usually 1:00pm eastern standard time.

But yeah, I think they're usually released at 10a pacific time (or 1p eastern).

when apple wants to. just get the gm & update now, or probably wait hours as even in 2015 companies still dont have bandwidth to serve more than 100 people at the same time with decent speed...
