what usb hub can let a MacBook charge and talk to an iPad?

Likely none (for USB 3).
Apple uses a non-standard way of supplying power over USB, so you only get full power to iOS devices when plugging in directly into a Mac without a hub. Every hub should give 0.9A per port for USB 3 by default, and some have charging only ports with more power but no communication (to maintain compatibility with the USB spec).
Keep in mind that modern devices negotiate power from the power brick. This is how you can use an iPad charger with an iPhone and nothing catches fire, or how you can keep your deice plugged in and it stops charging at 100%. So the 60W adapter means very little, and is likely meant for charging only.
The new USB-C standard fixes this (up to 100W for charging) but it is still new and not everything is settled. For example, not every cable allows for 100W but it is still a USB-C cable. So if I had to guess, USB-C hubs should work.
A iPad will still charge slowly, if you keep the screen off (to limit power draw). It should eventually charge (say 8-12 hours). I once charged a iPad 3 using a small 0.5A charger and it took the better part of 24 hours.
