I'm trying to find an iPad Pro 256GB that might still have the old version of the Movies app. Does anyone here happen to know the last version of IOS before the app changed to the new version...?

What do you mean old version of the Movies app? What Movies app? Like Videos?

TV came out in 10.2, so anything after December will have TV and not Videos.
 
FYI you can also get the Videos app to appear in the latest versions by changing to a region that still has it.

What do you mean "region".... certain countries? Do you know which off hand?
Yeah, I'd recommend something like U.S. Virgin Islands since it will keep the date format and language the same as US, just make sure that the region you choose supports the features you want. UK would work if you need the News app.

Edit: Nevermind I tested it and the TV apps appearance is based on the Apple ID you're signed in to, unlike other region exclusive apps. The only way to make the Videos app appear is to sign in to a non-US Apple ID in the App Store.

How to understand this? Does this mean, like, other region limited app is still available to use even when you are not logged into that account while Video app will automatically disappear if you log into a US store account?

Yes. Other region limited apps like the News app will appear if you change your region in the Settings app. The Videos and TV apps are different and change based on the region of the iTunes account signed in on the App Store.
 
The Videos app just reappeared on my iPhone 6s running 10.3.1 this morning, without me doing anything to cause it.
 
If you have separate iCloud and iTunes/App Store accounts you could try changing the address of your iCloud account. Otherwise changing the address used for your registered credit card might cause problems.
