green wiring is showing now. how much would it cost to fix it at the Genius bar? can a computer repair shop do it for cheaper price?

What "Mac cable"? You have a power cord fraying? Which one, for which Mac? Genius Bar won't fix/repair, you'll need to buy a new one.

Can you possibly show us a picture of what you have?

If it is simply a power cable, it's a generic power cable, nothing special about it. Find a store that sells electrical items, the power cord will be the same. This does not have to be anything with Apple's name on it :D
Or, repair yourself: cover the area with some of that black electrical tape...

Cable to/from where? Where is the tear? Are the connected devices working? Is the location of the tear in a vulnerable place for further damage?

If it's a MacBook charger you're talking about, might be time to start shopping for a replacement.
