Apple itself doesn't decide what Emoji are included in new Unicode versions, the Unicode Consortium (of which Apple is a voting member of) does.
That said, it is weird that cats are the only other species to get that treatment. I'm guessing it was something done earlier on before Emoji took off worldwide that never got continued for some reason.
