Aaahhh, the Keychain ! So many mysteries ( to me) there.

In Keychain Access Control:

What is this?
What is it for?
Should it be deleted?

All I have found is that Lakitu is a developer's Mario Bros joke.
 
It is used for iCloud Keychain, probably for setup or recovery. Key escrow is a term used in cryptography where encryption keys or other secrets are held in escrow by someone. Should you delete it? Probably not if you are using this service.
