Three or four times in the last few days Safari has "quit" and I get the pop up that says that the application has quit unexpectedly. Then when I go to report it to Apple it says that the the report can not be submitted and to try later. I have tried several times to re-submit it but I always gets the same message. Not sure what is going on, would appreciate any input.

Maybe their server is down. It really it is okay, if a report is not sent, it will not really fix your Mac.
Safari threw a fit some weeks ago, where it crashed five or six times per day for a week, while doing nothing intensive (20 tabs mostly with text documents, but maybe they had some bad code in them).
Can you copy the report into your next post?
It is found via Applications / Console > User Diagnostics Reports.
