I'm trying to remember the name of the application that blocks developers from collecting info on whether your phone is jailbroken or not. Anyone remember its name?

another question - do the switches have to be on or off to prevent the data from being collected?

PrivaCy defaults to "allow". You need to go under Settings/Privacy to turn off providers you wish to block.
