I get this all the time. iCloud Photos not syncing, beacause of:

1. Battery optimisation (no low power mode, mind you!).
2. Poor network (even on great WiFi).
3. Computer too hot.
4. More to come?

The same applies for both Macs and iPhones (don't have an iPad).

At the same time Google Photos (yes, I prefer not to have all the eggs in one basket) is chugging away all the time. No worries.

So, why is iCloud Photos behaving this way? Too much to handle for Apple servers? IDK. But it's irritating.

iCloud is garbage. Until just 12 months ago it wasn’t syncing files either, the amount of times I edited a file on a Mac and then went on another Mac to do further edits and ended up with overwriting the first version that didn’t sync between devices is just a joke.

At apple they are totally incapable of releasing working products, we are on permanent beta version. Emojis look fantastic on the other hand though.

You are better off with google or Dropbox. Although I know they don’t have the same system integration.
