Not sure, but I'm guessing it must be from a third-party app you have installed, as it doesn't appear in Apple index of iPad status icons:
Looks like a clipboard with a "user" silhouette. I tried googling that description, but have not yet found any results.

To me it looks like an ID badge. Definitely not a standard Apple iPhone toolbar icon.

I just noticed they do mention at the top there that "If you turn on a Focus, its icon appears in the status bar" but they don't show the icons.

Ok, not the icons themselves, but a link to another support article that contains them. I wish they would just make the list exhaustive.
