It means your calls are being forwarded.

Check Settings -> Phone -> AT&T Services -> Call Forwarding.

Hmm, I've noticed that my iPhone automagically goes into call forwarding when I lose my cell connection but it looks like you have at least two bars. Is this icon shown constantly?

its on and off. it usually appears right after i restart the phone and then it goes away after about 20 minutes

That almost sounds right. When I restart my iPhone it appears temporarily until my phone acquires a good network signal. Do you live in an area that has spotty cell coverage?

Regardless, I'd setup the appropriate number in the Settings -> Phone -> AT&T Services -> Call Forwarding item so that you don't miss calls when call forwarding is active.
