Is it a site map?

Or is it just a fad?

What function do they perform?

It's categorized search. Kind of how Yahoo use to show search results long ago (maybe they still do somewhere). It's the same type of thing on WordPress blogs that use a category section on the sidebar. It also helps with SEO by providing more direct links for search engines to follow around the site.
