I'm on a Mac Pro...

All the animations in El Capitan have been flawless for me except for the Quick Look zoom animation. It looks weird to me. You see the icon start to zoom a little bit, then a gap with no animation, then the tail end of the zoom when the window pops open.

This is one area that worked properly in Yosemite, but is all screwed up in El Capitan.

Also, I saw the same issue on a brand new MacBook Air.

Does it work correctly for anyone (as in the same as Yosemite?)

I think this is intentional behavior, not a bug. Simply a change to the animation in El Capitan.

It doesn't look right. Especially since they didn't change how any other animations look. It looks like a glitch. Why would the in between frames be completely missing? If you hold shift and press space bar, you can see that all the frames are supposed to be there, but without shift, it only plays the last part of the animation. Also, if you press space bar a few times it seems to pick up where it left off instead of stopping half way through and zooming back out.
