WhatsApp backup iCloud one or WhatsApp one ?

Which backup will it restore ? I have WhatsApp to back up weekly from the WhatsApp app and also it’s part of my iCloud back up. When doing an iPhone to iPhone restore which one of the two is actually restored ? Cheers.
