WhatsApp question

Just a quick question about WhatsApp.

Why is the whole of it's messaging not centralised like other messaging services like Telegram for instance?

Why do we have to go through the whole fuss of scanning the QR code to maintain a connection through our phones just to use WhatsApp Web?

I'm just confused as to the reasons behind them taking this approach.

It's a bit like texts but it doesn't use up text allowance, perhaps, plus no roaming charges when used abroad provided there's WiFi?

I'm assuming that's the purpose of whatsapp
