When does my mac restart after a power failure when I have that box unchecked

today I lost power three times in about 2 minutes and my mac kept rebooting, one time we lost power half way through one of the boot ups.

Is it because the power was only lost for a split second why it reboots?

Not sure what you're asking, but you should really get an uninterruptible power supply. You can damage your hardware if you keep getting power outages.

My city rarely gets them maybe once or twice a year during storms or heat waves.

Today was just an anomaly.

What I am asking is, if I have the box to restart my computer after a power failure unchecked. when did my computer keep restarting when I lost power?

The power only went off for a second then came back on. I was wondering if that had something to do with it since most times when people lose power its for an hour or so.

Very seldom have a power outage here. Can't remember that last one, but I would never run without a UPS.

So, I guess I can't answer your question, since your situation has never and will never happen to me.
