I keep my wifi on my Moto X turned off thinking it'll save some battery. But then I noticed that the Wi-Fi Analyzer app still works. Is that because I can't actually turn off the wifi? And, if not, why have the option?!

Well, the app could notice that WiFi is off, and temporarily turn on the radios. It could also be that while WiFi is off, that app doesn't actually need to transmit something, just receive it.

You may have the option enabled in advanced menu for keep scanning when off ....

Not the OP but what setting would that be? The OP has a Moto X, which is about as close to a Nexus device as you can get without getting a Nexus device. This is from a 6P running 6.0.1, I don't see an option as you describe.

Well, I was just about to reply that it appeared to be the case after booting up my 2013 Moto X running Lollipop (in fact, you edited your post between when I saw it and when I clicked "Reply". That setting appears to specifically relate to using the WiFi radio to detect nearby known networks to help with determining a location, my 6P DOES have that option.

It doesn't work for me when WiFi is off, you most likely have it enabled to turn WiFi on when off if you launch the app.
