When is Catalina coming out? On the 20th?

How would someone sync their new iPhone 11 pro on the 20th of September with the Mac if Catalina isn't released by then? (Doesn't the iPhone 11 Pro require Catalina to be synced?)
The latest iTunes on Mojave seems capable of syncing iOS 13 phones. When I plugged in my iOS 13 XS iTunes downloaded an update that recognized the new iOS. Syncs fine.
