I've never bought a Mac before. I'm not in a huge need of a Laptop and I want to wait to get Leopard.

Any idea if Apple ever does like what others have done with a new M$ OS comes out...like give free or $5 upgrades to new system buyers a month or two before?
Or will I have to wait until the day it is released to buy a new Mac that comes with it?

Nothing is guaranteed, but at previous OS releases they have offered a free (or cheap, not quite sure which) OS upgrade if you buy a new mac after the official release date is announced, usually about a month beforehand.

In the UK (and I'm sure this would apply to other countries), if you qualify you need to pay a shipping/handling fee.
