When upgrading to a new phone, will email settings (gmail account) copy over?

I attempted to sync my new iphone 4s after backing up my old 3gs

none of my email account settings got transferred.

Should itunes sync that or is that manual?

It would if you restored from a backup of your previous phone, but not via a simple iTunes sync.
