Likely that they don't see it as an issue. For me, my mute switch is toggled on 99.9999% of the time so I don't mind. YMMV, however.

Didn't the do it already in iOS 8 if not 7 by making the notifications shorter and somewhat less loud/powerful than they otherwise would be?

maybe, but i agree with OP they don't need to be on at all.

It is so frustrating! We are already on IOS9 how could this not have been addressed by now.

Probably because they don't see it as a problem. I for one quite like it. There are times when I'm waiting for an email, text, or other information either from the person I'm talking to, or relevant to the conversation, and it's very helpful to know when it's received. The sounds seem to be set to a low volume when you're on a call and I've never found they make it hard to hear someone.
